Born on August 1, 1974, in the Serinhisar district of Denizli province, he is one of two sons of a retired teacher father involved in various union struggles and a housewife mother.
He is named after Bülent Ecevit, the Conqueror of Cyprus, the 16th-term Prime Minister of the Republic of Turkey and the third chairman of the CHP.
Following his primary and secondary education, he completed his high school years as a boarding student at Denizli Cumhuriyet High School (one year) and as a boarding student at Torbalı Health Vocational High School.
Between 1993 and 1999, he was appointed a health officer in Izmir. While working as a health officer, he committed to his education and was accepted into Dokuz Eylül University's Faculty of Law.
While working as a lawyer affiliated with the Denizli Bar Association, he founded a family business in the tourism sector (2000).
He married Nilgün Hanım in 2003. He has two sons from his marriage, Deniz Çağan and Mehmet Boran.
He served as the CHP Denizli Provincial Vice President from 2010 to 2012.
He served as the CHP Denizli Provincial President from 2013 to 2016 and from 2020 to 2023.
Çavuşoğlu was elected to the Party Assembly at the Republican People's Party's 38th Ordinary Congress held on November 4-5, 2023, and served as the Organization and Organizational Coordinator.
Çavuşoğlu, who has been a prominent figure in Turkey and Denizli through his various activities, was elected Mayor of Denizli Metropolitan Municipality in the Local and Administrative Elections on March 31, 2024.
